The announcements focus on improving emergency care, expanding hospital capacity, increasing specialist availability and enhancing patient convenience. The budget outlines several major initiatives that will impact medical colleges, district hospitals and tertiary care centres across Rajasthan.

Strengthening Pediatric Care Infrastructure in Jaipur

To improve treatment facilities for children, a 500 bed IPD Tower will be constructed at JK Lone Hospital in Jaipur at a cost of ₹75 crore. A dedicated Pediatric Neurology department will also be established in the hospital. In addition, RUHS Hospital will develop a 200 bed Pediatric IPD along with a Neonatal ICU to enhance critical care services for newborns and children. These steps aim to significantly strengthen pediatric super specialty care in the state capital.

Expansion of Modular Operation Theatres in Major Hospitals

To ensure timely surgical care for critically ill patients, 12 modular operation theatres will be established across major government hospitals including SMS Hospital Jaipur, JLN Hospital Ajmer, PBM Hospital Bikaner, Maharana Bhupal Hospital Udaipur, MBS Hospital Kota and Mathuradas Mathur Hospital Jodhpur.
To reduce surgical waiting time, doctors performing surgeries after regular hospital hours will receive incentives under various government healthcare packages. An expenditure of ₹50 crore has been allocated for this initiative.

Increase in Drug Distribution Counters

To reduce waiting time at medicine counters and improve accessibility of drugs for patients, 500 additional drug distribution counters will be established in hospitals across the state in a phased manner. This measure aims to streamline medicine distribution and improve patient convenience in government hospitals.

Turnkey Construction of Large Hospitals

To ensure timely and quality construction of healthcare facilities, hospitals with 100 or more beds will now be constructed on a turnkey basis. This approach is expected to improve project execution, reduce delays and ensure better infrastructure planning.

Introduction of Doctor’s Digital Desk in OPDs

To promote digital consultation services in medical education institutions, Doctor’s Digital Desk facilities will be established in OPD rooms. This will enable continuation of e consultation services and improve access to specialist opinions for patients visiting government hospitals.

Dedicated Referral Outdoor for Critical Illness Patients

For patients suffering from serious diseases such as cancer, kidney failure and heart disease who are referred from other hospitals, separate Referral Outdoor facilities will be established in medical education affiliated hospitals. This will help streamline the management of referred patients and reduce overcrowding in general OPDs.

Integrated Raj Swasthya App for Monitoring and Feedback

An Integrated Raj Swasthya App will be developed for monitoring ward cleanliness, maintenance and hospital services. The app will also enable rapid response to incidents and incorporate feedback from patients and attendants to improve hospital management and service delivery.

Online Availability of Medico Legal Reports

To enhance transparency and efficiency in legal and medical processes, all medico legal reports will be made available online. This will benefit patients and their families by providing faster and more transparent access to documentation required for legal and insurance purposes.

Integrated Control and Command Centres for Hospital Security

To improve crowd management, women’s safety and prevention of criminal activities in hospitals, Integrated Control and Command Centres and Public Address Systems will be established in medical education affiliated hospitals. These systems will be connected to other command centres for better coordination. An allocation of ₹25 crore has been made for this initiative.

Increase in PG Seats and DNB Courses

To address the shortage of specialist doctors, PG seats in medical colleges will be increased by 150 from the upcoming academic session. Additionally, 150 DNB seats will be introduced in non teaching hospitals in a phased manner to strengthen specialist training and healthcare services.

Launch of Geriatric Care Courses

Considering the growing elderly population and their healthcare needs, PG Nursing and Physiotherapy courses in Geriatric Care will be started in all medical colleges. This move aims to build a trained workforce for elderly patient care.

Recruitment of Junior Residents and Healthcare Staff

Under RajMES run medical colleges, 608 posts of Junior Residents will be created. Around 4,000 nursing, paramedical and support staff will be recruited under contractual hiring rules to strengthen healthcare delivery and hospital operations.

Procurement of Medical Equipment and Critical Care Expansion

Medical equipment worth approximately ₹300 crore will be provided to medical colleges and affiliated hospitals. For 31 critical care blocks, additional medical equipment worth about ₹200 crore will be installed and nearly 1,000 posts will be created to support these facilities.

Fire Safety Upgrades in Medical Institutions

To improve safety of patients and healthcare workers, fire detection systems, extinguishers and sprinkler systems will be installed across all medical institutions in the state. In the first phase next year, about ₹300 crore will be spent on fire safety equipment.

Rest House Facilities for Patients and Attendants

Modern rest houses will be constructed at major medical college hospitals in Jaipur, Ajmer, Bikaner, Udaipur, Kota and Jodhpur at a cost of ₹500 crore. These facilities will provide accommodation for patients and their attendants visiting tertiary care centres.

Free Mortuary Transport Service: Moksha Vahini Yojana

To ensure dignified transport of deceased persons who die in accidents, a free service named Moksha Vahini Yojana will be launched. This service will transport bodies from hospital mortuaries to their homes, providing support to grieving families during emergencies.

Conclusion: A Comprehensive Healthcare Push
